Do you have University? Without using hacks pretty much the only way for a townie teen to grow up would be to send them to university. Other wise they just stay a teen forever.
That sounds tragic. I rarely let my sims fall in love with townies. I like to personalize my sims. Another option is that you could download the insimenator, have your adult girl invite him over and them make him selctable. Once you have made him selectable, click on the insimenator and make him choose...grow up..grow me up. Then he will turn into an adult.
