There are many sites which do not require you to buy the custom content. SimStuff (http://www.simstuff.com/), for example. Even some of the pay sites rotate free stuff so that you might find things there. (Such as The Sims Resource, http://sims2.thesimsresource.com/index.php.)

This site has links to many sites: http://ts2list.100free.com/

But if you want to make your own (which is a lot of fun), here are some tutorials which might help you:
http://thesims2.ea.com/help/ (has a list with several of the tutorials)

If you mean which file to make your own, it's a file created by Body Shop and put into the projects file. The instructions from the Maxis site which is an excerpt from the Prima Strategy guide explains how to use Body Shop to export the item you want to work with. It's part of the "Create Parts" in the Body Shop program (specifically "clothes" within the "start new projects" section but it's best to read the whole Prima Guide Body Shop excerpt.) You should also look at the official Body Shop manual (which is on the same page as the Prima Guide manual.)

It's difficult to explain it all in a post. That's why the tutorials are so important: they show it in pictures to help more.

    You're welcome.

YOu might want to take a look at one of the books explaining how to use Photoshop. Even going into "help" and getting onto the help website is useful. (The one you can get into without the website is rather simplistic, but still useful.) It's not an easy program to self learn without at least some instructions. (Although it's a lot easier than its vector graphic sibling, Illustrator.)

Some of the old TS1 tutorials explained how to use the basic tools, but the ones I remember being most helpful were for Paint Shop Pro. (I personally use both Adobe Photoshop and Corel Painter 8, with a bit of Infaviewer thrown in.)

    Have fun with it!
