You can move the whole family out from the neighborhood screen. Or if you just want one or more of them to leave get the one you want to move out to use the newspaper or computer to "find own place". After a short while a pop-up asks you who else is moving out with whoever's holding the paper ... later the taxi arrives and they'll get up and go.
