The Sims 2 will run perfectly on that machine. Although I'm not sure what that video card is... but it's got alot of video memory, so it should be fine.
The video card's integrated and it uses the computers RAM so I would say it would run OK but do the math. The video card can use upto 254MB (256MB) of RAM and the windows uses about 128MB of RAM. How much do you have left? 2MB or 0MB. Windows will give some RAM to the game, but I expect it to use mainly pagefile (Your hard drive swapfile) for the game. So I would buy a good graphics card for your system and up the RAM to 1GB or more.
Your machine is fine except for your integrated video card. It will run on your machine because you have a fast enough processor, but a lot of the effects will be missing because the integrated Intel graphics cards don't have "T&L" function (which is needed for the card to render the graphics rather than the system, as well as other graphics things.) If you don't like the way the game works on your system, I'd suggest upgrading your graphics card. You didn't list whether it has an AGP slot or a PCI Express slot. Which card will work with your system if you wanted to upgrade to a T&L able graphics card depends on that. However, I suspect since it has the 64bit processor it would be the PCI express.
