When you first place a lot in the neighborhood the screen asks you if you want to make this a residential or a community lot. Check the box for community lot. Then build and buy to your heart's content. If you happen to be asking instead if it's possible to convert a lot from residential to community, that cheat is not available until you get the University expansion pack.
