It's really based on your own opinion. Usually I like neighborhoods with a bit of water in them...like a lake or encroaching ocean. But then, for my neighborhood that houses all the challenges I do, like the Asylum Challenge and the Legacy Challenge, I used the base called 'Crystal Springs,' because it's really just a big old square of land dotted with some trees. Or, if you have Simcity 4 (at least, I think that's the game that you need) you can make your own neighborhood and somehow use the magic powers that come with the game to put it in the TS2 neighborhood bin. I'm sure, if you searched the forums, you would find a thread where people talked about it.
Yes you can use SC4 to create neighborhoods in TS2. Thing is, it has to be at the center of the city tile to become the neighborhood.
