Hmm I don't recognize the curtains from that angle...maybe they are a holiday item. Greek Houses are the equivalent of fraternities or sororities. Your Sims can be "rushed" to join these houses. The only difference between a Greek House and normal rental property is that in a Greek House, you have a score thing that raises your Greek House level. This is maintained by the amount of friends your Sims have. Also, your Sims will randomly leave to "visit campus" for pizza.
The curtains come with the game, the tree is downloadable from the official site, but the mistletoe and the decoration on the wall are, I think, in the upcoming Holiday Pack.
They also come back with furniture, plants, televisions, you name it. My frat could have furnished an entire new house with all the stuff they got.
Does the sim universe allow coed greek houses? All my rental houses are coed. I'd have to shuffle people around if not. I haven't tried applying for a greek charter because I didn't know if all the problems with the game concerning Greek houses had been completely solved yet.
