   Okay, after i buy pets collars, how do i put them on the pet!!? i can't figure it out! Please help!!!!!!!:(

   Back on your home-lot you go to a mirror (like you would change your Sim's appearance.) There should be a "change appearance of..." in the menu. That should give the pet's names to choose which gets which collar.
