The Sims 2 Movie Maker is nothing more but the ability to record ingame footage. Everything else (editing, publishing, rendering, etc.) is done outside the game.
Windows XP comes with a sort of basic movie editing program you could edit your sims footage in. And you might go looking online for free trials or free versions of other movie editing software. Sometimes free versions don't allow you to save or other stuff that limits their use though.
